Mr. Sochor requests that his execution be stayed, and certiorari be granted to address the following questions: Whether a state court can refuse to consider federal claims under the Eighth Amendment challenging methods of execution on the grounds that it was not brought within one year of a capital defendant’s conviction and death sentence becoming final on direct appeal, notwithstanding the fact that such a time bar invariably precludes any opportunity to challenge the method that will actually be used to execute the defendant.
