Whether the federal government’s direct ad­ ministration of the income tax against natural per­ sons violates the Bill of Rights and the structural fed­ eralism of the Constitution by subjecting individuals to federal power that was never delegated to it and by displacing the sovereign States as constitutional in­ termediaries.

Whether the Sixteenth Amendment has turned the Bill of Rights into a mere parchment barrier by rendering its protections optional in the realm of tax­ ation through a self-reinforcing regime of direct fed­ eral control over natural persons that is accelerating the erosion of constitutional limitations.

Whether this Court should issue a writ of man­ damus compelling the Commissioner of Internal Rev­ enue to cease exercising direct administrative author­ ity over natural persons, where the violation is sys­ temic, entrenched, and cannot be adequately reme­ died through ordinary judicial processes.
