The key questions for this Honorable Court’s consideration are as follows:

1. Is the inspection and certification of rice by a federal grain inspector part of the principal trade and business of a rice mill for purposes of determining whether said federal grain inspector is a statutory employee of the rice mill under the “two-contract” theory of the Louisiana Workers’ Compensation Act when the purpose of the Federal Grain Inspection Service is to provide impartial and official Government inspection services?

2. Whether a State may apply its workers’ compensation statutory-employer doctrine to treat a federal employee performing official regulatory duties as the statutory employee of the regulated private entity.
