Whether an appellate court’s summary disqualification of the entire office of an elected Attorney General in a prosecutorial appeal from the trial court’s total disqualification order and dismissal of a criminal public integrity case violates the public’s fundamental rights to due process and equal protection of the law under the U.S. Constitution when it bases such decision on the enforcement of that disqualification, the merits of which it never reaches, and fails to provide for lawful substitute counsel.
