Whether this Court should exercise jurisdiction where the BANKRUPTCY Court has a local rule allowing the BANKRUPTCY Court alone to impose limitations and controls upon all appeals from its proceedings and rulings. 5.) Whether this Court should exercise jurisdiction, where the BANKRUPTCY Court refused to allow a hardship discharge under the specific authorization of 11 U.S. CODE 1328(h). /
