QUESTION NUMBER TWO: Whether the Fourth Circuit and the district court abused its discretion by failing to hold that Section 3553 (a) factors did not weigh in favor of a reduced federal sentence, thus, the Honorable U.S. Supreme Court should VACATE and REMAND for reconsideration in the case at bar.
