Whether the Due Process Clause of the Fourteenth Amendment permits the ex parte removal and continued out-of-State retention of a minor child from a parent found fit, and the entry of a final custody order that provides only non-specific “reasonable visitation” without an enforceable minimum schedule of parent-child contact, effectively delegating the noncustodial parent’s access to the child to the discretion of the opposing party.
