Iowa Code § 814.7 provides that in the direct appeal of a criminal conviction the defendant may not raise, and the appellate court may not decide, a claim of ineffective assistance of counsel, a right guaranteed by the Sixth Amendment to the United States Constitution. The question presented is: Whether Iowa Code § 814.7 violates the Supremacy Clause of the United States Constitution.
