Petitioner Qiu respectfully asks that a writ of certiorari be issued to review Order D 18 of the U. S. 6th Circuit filed on April 3, 2024 and Order DN 59 of the U. S. Eastern District Court of Kentucky filed on 8/28/23. OPINIONS BELOW Order D18 was issued from the U.S. Court of Appeals For the 6th Circuit which affirmed the order from the district court on April 3, 2024. The petition to rehear was denied on April 25, 2024. Order D 18 is attached as Appendix B. Order DN 59 issued from the U. S. Eastern District Court of Kentucky which denied Qiu’s summary DN 45 on 08/28/23. Order DN 59 was attached as Appendix A. JURISDICTION Order D 21 which denied Qiu’s petition to rehear was entered on April 25, 2024, in the 6th appeal court. Under 28 U.S.C. § 1254(1), the instant case is in the jurisdiction of the U.S. Supreme Court. Order D 21 is attached as Appendix C.
