The Terrorism Risk Insurance Act, 28 U.S.C. § 1610 (note), provides that “blocked assets”—assets that have been “seized or frozen by the United States” under one of two sanctions laws—“shall be subject to execution or attachment in aid of execution” in satisfaction of terrorismbased judgments. The question presented is whether this statutory text waives the United States’ federal sovereign immunity over assets that have been seized or frozen by the United States.
