This Petition presents the following issues: I. Whether Section 5 of the Fourteenth Amendment to the United States Constitution exclusively reserves the power to enforce the Fourteenth Amendment, by appropriate legislation, to Congress II. Whether disqualifying Mr. Griffin from holding public office on account of his speech violates the First Amendment to the United States Constitution VI.
