Gorsuch on 5/21/2024, submitted to Justice Clarence Thomas, on 5/22/2024, and DISTRIBUTED for Conference of 6/13/2024, and filed for review in this Supreme Court Petition for Writ of Certiorari, because of

  1. irreparable injury in the absence of such an order; (2) that the threatened injury to the moving party outweighs the harm to the opposing party resulting from the order;

  2. that the injunction is not adverse to public interest; and
