Question 2: Did the Circuit Court of Appeals fail to carry its de novo burden to prove, in support of Judge Kelly’s holding, that Congress’ enactment of the AntiInjunction Act stripped courts of power to review the institutionalized falsification of IRS records concerning targeted Americans?
