Does a poor person, Pro se litigant have a right to an attorney without costs if that tribunal discriminates and will not give a fair hearing unless he is represented by an attorney?

Does the SDNY and its judges have a right to discriminate against litigants by having a separate process for unrepresented litigants they call Pro se Intake while attorneys have access to the Clerk’s Office in a separate building and where judges have different rules for pro se litigants than attorneys denying fundamental rights for unrepressed pro se litigants?
