Is the United States Constitution’s 14th Amendment right to “equal protection under the laws” a protection afforded all litigant whether represented by an attorney or pro se?

When Fraud on the Court is colorably raised by a litigant to the State Courts is it within that Courts discretion to condone the fraudulent action?
