  2. Has the combined effect of the federal inferior courts’ various local rules resulted in the courts’ ability to eliminate a htigant’s right to be heard in violation of the 5th Amend.’s Due Process Clause, 7th Amend.’s Right of Trial by Jury, and Goldberg?
