Whether the Fourteenth Amendment of the United States Constitution gives individuals who are mandated by animal cruelty and rabies control statutes to pay monies to veterinarians under penalty of arrest and prosecution for non-compliance standing to challenge the Executive's non-enforcement policies exempting veterinarians from the criminal code. Whether agency and executive discretion in adopting non-enforcement policies is constrained by the United States Constitution.
