Ray Wilbur Payn v. Gerald E. Kelley, et al.

The issue before this Court is Elder Abuse. Elder abuse is endemic in all 50 states, including the District of Columbia, according to the NCEA, (National Center on Elder Abuse.) The State of Oklahoma is in violation of its own constitutional laws by allowing elder abuse. The state codified federal and state laws: "Exploitation of its elderly or disabled adult, Universal Citation 21 OK Stat § 21-843.4 (2014); the First and Fourteenth Amendments of the United States Constitution. The state and federal legislative acts are ineffective here in Oklahoma, throughout the United States, and the District of Columbia. The questions are: Does Rule 10 apply to this court's "supervisory power" to interpret and to specify elder abuse laws to include the illegal confiscation of businesses, taking personal and business records, to manufacture documents for gains for illegal taking of seniors' property, are also forms of elder abuse? Does the First Amendment and/or the MAGNA CARTA provide protection to a citizen who reports crimes to law enforcement agencies? Under the Fourteenth Amendment, do the courts of the United States have an obligation to protect a litigant's property and other relevant evidence filed with a petition? Does the Court's constitutional interpretation of the United States' "Protective Class of People" include seniors and the elderly? If not, why not? (A
