District Judge Cathy Bissoon, issued an Order in a Civil Matter in December 2012 compelling the - Clerk of the District Court to assign any future case filed by Petitioner, exclusively to Judge Bissoon! Cilhe actib1J5de Bissoon was outside of the District Court's authority. as Local Rules - require that the Clerk's Office make all assignments in a random manner (with certain exceptions when the Chief Judge of the District assigns cases). Therefore, Judge Bissoon's Color of Law Act violates Federal Criminal Statutes 18 U.S. Code § 241 - Conspiracy against rights as well as § 242 - Deprivation of rights under color of law (Felonies). Even when noting the criminal nature of the District Court's December 2012 in their decisions - none of the Third Circuit judges have made the required reports of Judge Bissoon's crimes to Law Enforcement— thus Writ of Prohibition is required to assure that Law Enforcement will be notified. The Questions Presented are Questions of First Impression Following commission of a criminal action by'a District Court Judge, which was committed during the course of the proceedings and which was intended to victimize One of the Parties to a matter, (a.) must the Judge who committed the crime be prohibited from ruling in any future matter filed by the victim of the earlier crime?
